Norvado participates in the Universal Service Fund (USF) through the Federal Communications Commission (FCC). The USF supports the provision of telecommunications services in rural and high cost areas, low income consumers and to schools, libraries and healthcare facilities nationwide. Norvado participates in USF to ensure its subscribers in rural and high cost areas have access to telecommunications services at affordable and reasonably comparable rates. The program does this by allowing carriers, such as Norvado, to recover some of their operating costs from the USF. The fund reimbursement is based only on local phone service subscriptions. These funds are used to help Norvado offer some of our services at more competitive prices. Norvado and other telecommunication providers are working extensively with the FCC and other agencies to change these requirements placed on incumbent service providers. The move towards broadband access instead of telephone access is ongoing, but very slow.
