THIS ROLE

The Human Resources/Safety Coordinator position is responsible for developing and overseeing all Norvado human resource functions to ensure that the organization is successful in acquiring, developing, and retaining highly qualified employees at levels necessary to achieve Norvado’s mission. This includes designing and implementing effective training and development programs that enhance employee skills, support career growth, and ensure compliance with company policies and industry standards. In addition, as Safety Coordinator, they will be responsible for all safety procedures and the oversight of Norvado’s safety program, including safety training initiatives to promote a culture of workplace safety and regulatory compliance.

DUTIES & RESPONSIBILITIES

Recruitment and hiring procedures: Manages all Norvado recruitment and hiring procedures to ensure that the organization is successful in recruiting the required number of skilled employees necessary to carry out Norvado’s mission. Creates and posts job opening announcements, reviews and rates applicants, oversees interviewing process, assists in the selection of the successful candidate, checks references, obtains approval for wage offer and creates written job offer. Ensures that hiring and recruitment procedures are in compliance with all state and federal requirements.

Onboarding: Coordinates the successful onboarding of all new Norvado employees with the Payroll Coordinator and other managers as necessary. Oversees new employee drug screen, background check, finalization of job offers and acceptance, and completion of required new employee paperwork. Conducts orientation program including benefit enrollment, review of the Employee Handbook, and monitors completion of CPNI training and Identity Theft/Red Flag training. Oversees and provides training in Norvado used software to include NISC IVUE billing software, Zoho software, and Microsoft Office.

Insurance benefit plans: Performs all onsite administrative functions for all insurance benefit plans for employees, retirees, and members of the Board of Directors. Enrolls newly eligible members, conducts annual enrollment, processes member changes and separations, and troubleshoots claims issues. Coordinates administration of insurance plans with NTCA and other providers and collaborates with NTCA and other providers to meet all federal and state compliance requirements. 

Retirement plans: Performs all onsite administrative functions for Norvado’s two retirement plans, the Retirement & Savings Plan (R&S) and the 401k Savings Plan. Monitors participation eligibility and obtains timely enrollment or waiver forms. Assists employees and Payroll Coordinator with participant changes, loan applications, hardship withdrawals and separations. Assists with retirement paperwork as necessary. Assists NTCA with all compliance functions. Coordinates retirement planning and education efforts.

Compensation: Collaborates with Norvado’s CEO and other senior leaders to manage the company’s compensation program. Completes the NTCA annual Compensation and Benefits Survey and uses the results along with other appropriate resources to analyze the market position of Norvado wage ranges on a regular basis. Recommends adjustments to the ranges as appropriate and updates ranges in consultation with the CEO. Recommends starting pay rate for new hires and annual pay adjustments for current employees when requested. Monitors compensation program and policies to help ensure internal equity, market competitiveness, and compliance with state and federal wage and hour laws and non-discrimination laws.

Ensure a safe workplace: Collaborates with Norvado’s senior leaders and other managers to help ensure a safe workplace. Administers the Workers’ Compensation insurance program and manages Worker Comp claims. Completes required OSHA logs and reports and posts as necessary. Manages the annual Office Safety training program for all staff. Encourages safe practices, procedures, and training. Assists with review and updates to safety-related policies, programs, and training (i.e. Fire Plan, fire drills). Oversees and runs safety committee meetings with the purpose of monitoring Norvado’s safety programs.

Performance Management: Collaborates with Norvado’s senior leaders and other managers to coordinate the company’s Performance Management policies and procedures. Consults with managers on performance issues and assists with coaching and employee discipline. Prepares or assists with the preparation of employee disciplinary forms and Performance Improvement Plans (PIPs). Coordinates the quarterly/annual performance review process as requested. Assists with conflict resolution as requested. Supports and assists with the company’s employee recognition programs.

Wellness Coordinator: Serves as the Wellness Coordinator for NTCA’s Wellness Connections program. Ensures that the required number of wellness activities are approved by NTCA and completed each year. Serves on Norvado’s Wellness team and assists with activities planned by the group. Assists employees with the online Rally Engaged program. Promotes the Wellness Connections program and Wellness Team activities by helping to inform and educate employees about them.

Job Descriptions: Assists senior leaders and other managers with the development of new job descriptions and the periodic update of existing job descriptions. Helps ensure consistency in the job requirements for similar jobs across the organization.  Coordinates updates to the organizational chart as necessary.

Post-Retirement Benefit Programs: Manages the Post-Retirement Benefit programs for Group 1, Group 2, and Group 3 retirees. Coordinates retirement celebrations for Norvado employees.

Strategic Planning: Supports and assists with implementation of the company’s strategic plan. Guides the actions of Norvado’s senior leaders, managers, and employees by researching, creating, and updating human resource/safety and related policies, procedures, methods, and guidelines in support of the company’s mission and values. Recommends policy changes and fringe benefit program changes as appropriate to ensure that Norvado remains compliant with all state and federal employment laws and remains responsive to changing employee expectations and needs. Updates the employee handbook on a regular basis.

The above is intended to describe the essential functions of the Human Resources/Safety Coordinator. Other duties may be assigned as required by business necessity.

KNOWLEDGE & EXPERIENCE

  • Knowledge and skills typically acquired through an associate or bachelor’s degree in human resources, business administration, or a related field, or through equivalent training and experience. Alternatively, a minimum of one (1) year of work experience at Norvado or a similar organization, combined with the demonstrated ability and willingness to acquire the specific human resources knowledge and skills necessary to successfully perform the responsibilities outlined in this job description, will also be considered.
  • Computer literacy including a strong working knowledge of Microsoft Office software and applications (Teams, Outlook, Excel, Word, SharePoint, and PowerBI).
  • Knowledge of Norvado’s billing and records software is preferred but not required as training will be provided. This position’s part of the new hire onboarding process will require the ability to train new and existing Norvado employees in the basic functions of this software.

  • Requires frequent decision making, using independent judgment and discretion.

REPORTING STRUCTURE

  • The Human Resources/Safety Coordinator reports directly to the Chief Information Officer and works closely with all departments at Norvado.

ENVIRONMENTAL CONDITIONS

  • Normal office environment.

EQUIPMENT & TOOLS

  • Daily use of computers, telephones, smart devices, calculators, copiers, fax, and printers.

CUSTOMER SERVICE/INTERACTION

  • Daily phone, written, and face-to-face contact with employees, managers, and other HR/Safety coordinators.
  • Regular contact with vendors and other business partners to complete job tasks.

OTHER

  • Occasional overnight travel required.
  • Occasional travel by air is required.
  • Occasional travel by vehicle required.
  • Occasional overtime required.
